RT config change

I gave "Privileged Users" the ability to see the Configuration tab. Since we're now giving out queues to user groups, I want them to be able to edit their own memberships. I've tested, and your ability to edit things is limited to that which you've been given (unless, of course, you're in the rt-admins group, in which case you're a superuser). I've changed the instructions on setting up new queues so that when you create a group, you also give that group the rights on itself. This way the users can add new users to their queue. They can't create users that don't exist -- we'll still have to do that. == Craig

Hey, gang. As part of the cleanup in getting rid of cliff, I'm getting rid of these non-mailing-list mailing lists. I was going to point this at one of the other lists, but I don't like misdirected mail, and the audiences for the lists are different. If you want to reach MCS Systems, use core-admins(a)mcs.anl.gov. Running compute jobs on login nodes
