Per John's request, I asked CIS how they handle updates for Mountain Lion that requires an Apple ID. Below is the response from Bob K. T. Begin forwarded message:

Here is Bob’s response:

Yes, I have seen this on systems that the user had used their Apple ID on the system prior to the Mountain Lion install. I have upgraded a system to ML which never had the use of an Apple ID on it and to update it, it did not ask for one when trying to update. I also installed a fresh install on a system. Initially it asks for an Apple ID to put on the system, but you can decline. If you do, then it won't ask for the ID when trying to update.
