FYI, I've removed "[email protected]" (Real name: Victor Eijkhout) from the "petsc-maint-admins" group in RT, so these bounces should stop. If he should still be a member with a different email address, he'll need to be re-added. His MCS account in ub2 is inactive, so I assume he no longer needs to be on the PETSc RT queue.
