Well we don't have this issue on our (macos) CI boxes where both c2html and scotch build and run daily [in CI] what 'flex' are you using? And why does it behave differently on your box? And what errors do you get? Perhaps CI is using older xcode (command line tools) - and you are using newer? Or something else?
