While it may be useful to have detailed steps for a certain cluster and purpose, this is hardly a swift issue. In this particular case, setting maxJobTime and maxNodesPerJob (or the equivalent) are pretty straightforward steps to get the desired outcome, and given how swift is configured, there isn't much more that can be done.
