Either way is fine by me, both approaches have their pros and cons. I'd probably lean in favor of treating trunk as 1.3 and creating the 1.2.x branch lazily if/when we decide to have a 1.2.2 release. Release wrangling and creation has non-negligible overhead, and we should avoid unnecessary releases.
