Scott: We have done some followup work on your safety concerns related to the B240 parking lot. We researched the issue of installing speed bumps and received some valuable insight and recommendations from Phil Rash, Lab Traffic Safety Officer. His experiences with existing speed bumps installed throughout the Lab campus have not been favorable. Phil stated that while speed bumps do slow cars down, if not constructed properly, have caused damage to cars. He further pointed out that speed bumps have caused tripping hazards and during snow removal operations sped bumps have become damaged. So, we intend to try a graded approach here, by installing stop signs at each of four intersections that intersect the the main entrance lane in the east parking lot. We will see if this will help with drivers using common sense and standard vehicle operation. Once the stop signs are installed and enforced for a short time , please let me know your thoughts on this approach. Thank you. Jim

While they will slow cars down, if not constructed properly, you could have issues with car damage.

During snow removal operations, they will likely be damaged. I would consult with your snow removal company. They do use smaller equipment. The Laboratory uses much larger equipment.

I also suggest that the speed bumps will be tripping hazards for personnel walking through the parking lot. Why not just ask your employees to drive slow in the parking lot.

Perhaps if it is such a big problem, perhaps, the lanes in the lot should be shortened and dead-ended so the distance is not very long and this would eliminate people driving through. I do not know if this is really a good idea. It would likely make the people that drive careful mad.

As for your locations, if you put them in, it would seem OK at the east entrance for one lane but not the North lane. In addition, the speed bump there would positively impact the storm water control problem at the east end of your parking lot where cars drive off of Northgate road into your parking lot. As for at the west end of the lanes, the cars are already slowing down at the intersection. Common sense and standard vehicle operation should be in use so a bump at the end will not help those that need help. Perhaps, they should be in the mid point of the lanes , so cars cannot get going beyond the standard 10 MPH speed limit in parking lots before having to slow down. As for the main entrance lane, that is already a short distance. If they are speeding, they will just speed up between bumps.

Perhaps a peer review group should stand outside and document the instances where speeding in the parking lot is an issue and report this info to you.

Jim, per Rick's request the following 5 pictures show areas of safety concern that I believe need to be addressed.

Pictures 1,2, 4, 5 show the need for curbs around the islands in the 240 parking lot. Numerous times cars and especially buses cut the corners causing big divots which then cause mud and slippery conditions to occur.

Picture #3 shows the main straightaway of the 240 parking lot where I feel it needs at least 1 if not 2 speed bumps. I have had a few close encounters with people driving way too fast in either direction. IMO it is just a matter of time before someone or another car gets into an accident. By the time you back out it is too late.
