Please let us know if anyone in your directorate/divisions is contacted or has been contacted by DOE as a potential reviewer and whether they have accepted (or plan to accept) the invitation to participate in the review. In general, participation in the review process is encouraged. We plan to coordinate the nomination of reviewers at the Lab level, so please be certain that the relevant ALD and Mark Peters are copied on the responses by the invited reviewers. Please let your PIs know that if they are contacted, they should communicate to DOE that the Laboratory has a procedure in place for determining whether there are any organizational conflicts of interest. If a PI has already accepted an invitation to participate in the review, they will likely receive a nondisclosure and conflict of interest agreement(s) from DOE to sign. If you are not part of an application being submitted in response to the Energy Efficient Buildings Systems Hub and Regional Innovation Cluster (E-RIC) Funding Opportunity Announcement, and you would like to be a reviewer for the Buildings Hub proposals, please email your resume to me. You would review the DOE Hub application only, not the RIC parts. This Hub will be a fully-integrated, 5-year, $122 million RD&D program spanning a range of technical and social science disciplines, and focusing on development and demonstration of practical, replicable strategies for reducing overall energy consumption in buildings. Physical scientists, engineers, behavioral scientists, economists, and regulatory experts will work in close collaboration to develop integrated solutions to developing and deploying buildings technologies. The Hub will also serve as a center of analysis and problem-solving for all aspects of building energy use, without the constraints of traditional disciplinary boundaries. The tentative timeframe is May 13 to May 27 for the independent reviews, and early to mid-June for the reviewer panel meeting in Washington, DC. We will have firm dates by the end of next week. An honorarium will be provided and your travel expenses will be covered. Please let me know if you are interested and available. Please note that the number of reviewers needed will depend on the number of applications received, and that all candidate reviewers are subject to approval by DOE management.
