I'm not sure the goal of this as a new NTP server. There are 5000 machines still poking at 140.221.9.20, the original milo nntp/ntp server. These machine made over are 55 hits on the firewall an hour. Milo hasn't been listed as an NTP server for over 10 (15?) years now. If it doesn't matter, it would make sense to bring the new NTP server up on this address just to not have more machines poking at the firewalls. By having something on this IP responding, the amount of traffic should go down. NTP reduces probing attempts as hosts come in sync. One of the real unfortunate efffects of having a "public" time server is that there are 1000's or is that 10s of 1000's of hosts that have been configured to use them. The result is that when things move, the clients still try to get to the existing hosts. When looking at netflow, there are lots of remote machines still poking at 140.221.8.88 which used to be the HP box provided by the navy. We took it out of the public announcement lists years ago, but there are still 500K hosts making over 1M probes an hour to ntp service from that machine. There are 110K hosts hosts poking at 140.221.9.6 for time service as well. I only ran a few hours sample of netflow for the results below, so this is a low end count on machines. Many may probe once daily. I'd strongly suggest just replacing the existing NTP server if possible and/or stop providing the service completely to off-site people. In recent times, places have started to specify hosts like time.apple.com or ntp.ubuntu.com which are pools of server addresses.
