Chuck and Matt, As part of the push for ALDs to take on safety issues, the issue below ended up in the CELS ALD list of items to resolve. Upon reviewing it, we just realized this is an employee of CEP. We are transferring the issue to you for resolution. Sorry about the long delay in sending it on. We just met a bit more than a week ago and assigned a long list of safety issues to ourselves to review and disposition. I ended up with this one and just now got to it. Patricia has a point. We also brought this point up a couple of months ago, but it is not clear if it is still on anyone's plate to resolve. The street would be fine if they did a good job of patching many of the deep cracks. Lt is not clear whether they intended to do this at the same time the trench they dug across the road is paved over. (If they are going to pave it over this year.) Either Pat Hogan or Phil Rash may have some insight. Especially something like a coffee cup slipping out of my hand, or breaking on the floor and the shards hurting someone below. Im surprised that the metalwork on the catwalk railings leaves such a large gap at the floor. Maybe rugs on the catwalks could reduce the risk of breaking or falling objects? I checked on the catwalks. None of them cross over occupied spaces in such a manner as to present a danger to occupants below. It is unlikely anything falling off or shattering on the catwalk would reach someone walking either on the lower catwalks. The traffic on the catwalks is also generally low. In the event of a shattering cup or glass, the possibility of glass shards spraying to adjacent areas is somewhat higher, but this is only true for a small region at one end of the catwalks. At those points the areas below and to the side are paths and not continuously occupied. I think the occupied areas are recessed sufficiently to minimize any contact with flying shards. You comment regarding the open structure is a good one, but again because of the low traffic and minimum impact to safety, I do not believe the cost of remedying this is something the Divisions would be willing to bear. Similarly: the large wood planks on the railing add a nice warm touch to the concrete of the interior; I assume that these are meant for people to chat at and set down their coffee cups on? But I've always been similarly surprised that these planks don't have any backstop on them, especially the ones on the higher floors. Aesthetically they are very nice; this is just my paranoid safety concern. Maybe a 2" backsplash out of matching wood? The same comment as above really applies here. From a safety perspective, I don’t see a problem. Certainly a cup falling down might make a mess in the stone, depending what it is filled with. I only offer these perhaps overly-cautious observations in the spirit requested by Rick. Not all your comments are overly cautious. Several are spot on and are being discussed for a resolution. Hi Jim and Judy, Several items needing 240 attention: Item 1 on the edge of the outside stairs is one that has bothered a few people, and I have to admit I have noticed the problem in very bright sunlight, especially at noon. I am not sure more lighting and salt is the answer; the strip idea is the best one. There are ridges cut into the concrete just above the stairs, but in bright sunlight and from Michaels comments at night there is an issue realizing there are stairs there. Has there been any movement on Michael Wilde’s last comment regarding the marking of a pedestrian path? I will be answering the catwalk issue and a similar issue Michael had related to using the oak slabs and stuff falling off. The catwalks and oak shelves do not go over occupied space. Might make a mess in the stones, but that is about it. Although I will leave the issue of the brush fire for one of you to answer, my own view is that this is indeed a very remote possibility. The bigger issue would be the burning vehicle that caused the brush fire. Normal engine heat would not be a problem. At least I have never heard of a hot (non burning) engine in reasonable running condition causing a brush fire. Other even-more paranoid observations: many 240 parking lot rows border grassy areas, where cars parking too close to high dry brush in hot weather might cause a fire. Add concrete bumper stops? (Probably way too paranoid to justify the cost; driver caution is probably all thats needed. Or: just have these areas mowed lower, and more often (despite the fact that aesthetically I welcome the natural tall-brush look). And: In the main stairway to the 5th floor (the one from the main entrance by the cafe) - there's a sizable gap from the edge of the concrete stairs to the wall, about 2". Seems like a woman's or child's shoe could get caught in there if they were, say, crowded to the edge of the stair to make room for someone or just walking with other people. Other buildings --------------- stuff about 203 deleted, GRD sort of handling… Lastly: others have commented on the list that the walking route from 240 to the cafeteria and 201 needs to be much more clearly marked, and I strongly agree. So again, thank you both for maintaining what I feel is an excellent and safe work environment; I only offer these perhaps overly-cautious observations in the spirit requested by Rick. Plus its distracting to the person whose desk is right there. Can this panel either be truncated to make a true walking path there, or blocked off so people don't walk that way? Regards, - Mike Traffic safety -------------- Bikes: The roadway from Cass to the main entrance seems to me to be hazardous to bike riders, especially with increased construction traffic. I recently saw a bike rider almost forced off the shoulder by a truck that did not give the rider sufficient room. The problems are: - the edge of the roadway is in most places is in terrible condition - we should have larger warning sign(s) to motorists at the Cass entrance to watch for bikes - we should restripe the roadway - both centerline and shoulder stripes - the transition from roadway to gravel shoulder should be more bike-friendly - ideally we should create a narrow but clear bike lane at the shoulders - also more clear warning signs where the Waterfall Glen trails cross the roadway Deer: Leaving at dusk and early evening I often see deer on the side of the road; the red notice sign at the guardhouse could warn motorists to watch for deer more often, especially at the time and seasons when they are most frequently out. Cass exit: Making a left turn from the main roadway to northbound Cass (ie towards I55) at rush hour is often congested with Argonne traffic. Some warning signage on Cass about cars exiting might help reduce the temptation for Argonne drivers making fast left turns to squeeze out. Perhaps we can get whatever agency maintains that stretch of Cass (state, county?) to also re-stripe it, because its hard to visually gauge whether traffic coming up Cass from the south is in the left or right northbound lane, and hence hard to gauge when its safe to make a left. Its not clear that better striping would help; but maybe a state traffic engineer could assess the intersection? …stuff for CELS to deal with omitted So again, thank you both for maintaining what I feel is an excellent and safe work environment; I only offer these perhaps overly-cautious observations in the spirit requested by Rick. Bill, Please make sure my response gets back to the those who brought up the issues. At the time of the email, there was a fair amount of construction debris on the roadways. A lot of material was being moved from the ESB construction site and probably a couple of other Site areas as well. A check on 10/24/2011 showed that the debris issue is at a minimum. The debris can certainly vary on a daily basis, but it seems to be mostly in check right now. I observed a few days ago that the ESB contractor has been using a Bobcat with a brush attachment to keep 95th St clean. Yesterday they were adding water to keep the dust down. A trip down 94th showed the roadway (and shoulder such as it is) to be fairly clean. Once they start pouring large amounts of concrete at ESB and backfilling, the issue may again come up, but we will have to wait and see. The issue regarding drivers not obeying Argonne traffic rules has come up several times recently. The Director's Safety Council has discussed this and I understand there has been some effort to have security increase monitoring of the roadways. The problem seems to be more related to Argonne staff rather than contractors. If you continue to see a high level of traffic issues, let me know and we will push management to address the issue again. Subject: Safety Items from Facility Inspection Gary, Thank you for assisting EVS management yesterday with the facility inspection of EVS space on the 5th & 6th floors of Building 240. During the inspection EVS employees were asked if they had any concerns or ideas relating to safety at Argonne. Several responses included traffic safety related topics summarized below: 1. Due in part to the ongoing construction activities around the site, roadways, including paved shoulders, are littered with gravel and debris. This presents a hazard for bicyclist, pedestrians and vehicles. Of particular note are the shoulders along West Gate Rd. west of Outer Circle. Here the shoulders are used extensively by bicyclists and pedestrians. 2. Directly related to construction activities at the ESB site, nearby roadways have been layered with dirt, mud, gravel, etc. In particular 94th St., Outer Circle (west) to West Gate and the site landfill area. 3. Lab-wide there is a general lack of compliance with traffic rules by drivers of vehicles. This includes, but not limited to, signal lights, stop signs, lane usage and speed limits. Begin forwarded message: From: Paul Hovland <hovland(a)mcs.anl.gov> Date: October 10, 2011 5:04:07 PM CDT To: Rick Stevens <stevens(a)anl.gov>, Marc Snir <snir(a)mcs.anl.gov> Cc: Silvia Palomino <palomino(a)mcs.anl.gov> Subject: Safety items Rick, Marc: Below are safety items that the people I supervise and I have noticed during our meanderings about Building 240: - no windows on stairway doors, especially in high-traffic areas (e.g., next to the cafe) lead to collisions or near-accidents (I've emailed to Judy a couple of times about this). - heavy construction vehicle traffic doing unpredictable things in front of the south building 240 parking lot entrance (today it was 2 dump trucks coming from the West Gate driving on the left side of the road and ultimately stopping in front of the south parking lot entrance for a while before going into the construction site, there was nobody visible directing traffic). - doors that swing in rather than out on the route from the first floor to the tornado sheltering area in the conference center. Presents a hazard if people attempting to exit the building pile up in front of the doors before they can be opened. - several swing-arm (guillotine) paper cutters in MCS and ALCF on the 2nd and 3rd floors. All of these have "finger guards" but rotary cutters (as in the 3rd floor oasis) might be safer. - several people observed walking while reading a smartphone or paper document. This last item isn't one that can be "fixed" except through changes in behavior. I've been guilty of this myself, and am trying to amend my behavior. Perhaps a general announcement encouraging people to avoid this type of multitasking would be a good idea. Paul
