Rob, great start, here is my edited version. I think this should be sent out under the signature of Alex. Trevor. Dear PMT, Attached is our budget guidance for planning the FY 2011 work packages. This guidance supports the President's FY 2011 budget. Work packages will likely need to be revised after a FY 2011 budget is passed, but in the meantime, these are our planning numbers and reflect our best judgment on meeting the needs of the NE R&D programs. We are sharing with all of you the complete program allocation ($30.1 million) because we believe that transparency is productive. I have asked Keith and Hussein to follow up with each of you to discuss your plans for FY 2011 and to register your concerns, if any, with this budget allocation. We note that the affect on NEAMS from the HUB has not been quantified and is not reflected in these planning numbers. We expect you, the PMT member, to work with your multi-lab team to determine the scope of work and budget for each team member. New for FY11 is the requirement that you use about 5% of your budget for contracting with universities. Rather than taking 20% off the top for NEUP, we have negotiated 15% for NEUP under the condition that direct contracts with universities (i.e., not through NEUP) will make up the difference. This gives your team members more control over what support to get from universities. In FY11 NEAMS does not have its own budget line in the NE budget. The planning budget is sourced from various other programs, some allocated to NEAMS before NEUP and SBIR taxes, some after. The NEUP an SBIR elements in the table take this into account. We are keeping about $2.2 M as a reserve at HQ in order to handle Hub fallout and other unforeseen items. We waited with distributing the FY11 NEAMS planning budget until the Hub announcement was made public. Even though there will be further impacts on NEAMS personnel and priorities that will take some time to sort out, we want you to get on with the FY11 planning. The attached list names the NEAMS program elements, each with their FY11 planning budget and the comparable FY10 allocation. The program description was largely taken from the Integrated Priority List used for the FY12 budgeting process; it is provided primarily to show you how we described the NEAMS elements to the rest of NE. Observations and explanations: -It goes without saying that the actual FY11 budget that Congress will appropriate is unknown. Your advance preparation and presentations made for a very successful review of our planning basis for the FY11 baseline. The HQ staff including Buzz, John, Pat and Rob were all very complimentary of the quality of content presented and discussed. In the next few days we will be drafting the notes and actions from the discussions held and provide these to you for your information. In advance of this documentation it was determined in the Board Review wrap up to send out an advance schedule of the remaining timetable for FY11 planning activities to get you all started without having to wait on the review minutes. Please plan to follow the schedule listed below with the deliverable dates for the remainder of the FY11 planning efforts. For planning purposes follow the direction provided verbally during the Board Review discussions on items that were specific to your campaign, (these specifics will be documented in the review minutes). While it is yet unclear what the final budget numbers will ultimately settle on we are currently planning to the $201M budget target or the same numbers used for the Board Review presentations. Please proceed with the finalization of the Planning Packages to these targets. Later, once we have better direction of the senate/house marks this may require some fine tuning to the targets. It is anticipated that the IPL will be utilized to determine budgetary adjustments with flow down to specific Planning Packages as needed. Your cooperation in meeting these deliverable dates is appreciated in advance. FY11 Planning Schedule - - Planning Packages completed (8/6/10) Planning Package completed and "submitted" in FCPICS by the appropriate project manager responsible for scope coordination (Control Account Manager). - Planning Packages fully approved in system (8/13/10) Reviews completed with comments incorporated on the planning packages and approvals made in the system by the NTD, HQ Program Manager and Federal Project Director. - Submittal of the initial FY11 AFP (8/16/10) Preparation of the expected funding distribution by lab in the initial fiscal year 2011 AFP based on Planning Package input. I've also copied the PMT list and additional ORNL people. * Arrival and Badging See http://www.ornl.gov/ornlhome/visting.shtml and http://www.ornl.gov/ornlhome/maps/visitor_map.pdf for general information and maps. Keep to the RIGHT lane at the gate to show ID and get directions to parking and the Visitor Center. At the Visitor Center, sign in and get your badge. Your badges will require you to be escorted to get into ORNL buildings. I would like to meet everyone at the Visitor Center at 8:45am to bring you to the meeting room. Look for Jay Billings or I. If you arrive late, someone will come over to pick you up as quickly as we can. (Because this will be a busy time at the Visitor Center, please plan to arrive there by 8:15am. It is approximately 10 minutes drive from the gate house to the Visitor Center.) (You may hear the names John Turner or Tammy Darland mentioned when you sign in. Officially, John is your host, and Tammy, his admin, has made all the arrangements for the Frameworks and PMT meetings. (Thanks!)) * Location Unfortunately, due to heavy summer usage, we have had to get DIFFERENT MEETING ROOMS for each day of the Frameworks and PMT meetings. The Frameworks meeting will be held in Building 5600 room J302, which is not easiest to find. You'll be escorted there, but I've prepared maps as a backup (attached). Just follow the blue line. The maps also so some other points of interest along the route in green. * Food I am working on getting coffee, water and a few snacks for breaks. If you want a "real" breakfast, you'll probably need to get it outside. There is a coffee cart with some pastries in the lobby of 5700 (see map) which is open until 11am. We will have lunch in the cafeteria, in the same building as the Visitor Center. * Agenda Lori has circulated a draft agenda. Having just returned from vacation, I haven't yet had a chance to sync with her on any updates. * Remote Access & Presentations As far as I know, we will have an introductory discussion with Hussein Khalil by phone, and Ross Bartlett will be attending some or all of the meeting by phone. If there is anyone else, please let me know ASAP. At the moment, I think we can just dial directly to the remote participants (please let me know where to reach you, and when if appropriate).
