Thanks again to all of you for assisting with the NEAMS Capability Transfer planning process. Please find attached the DRAFT version of the workshop report and proposed roadmap for NEAMS capability transfer activities. Your corrections, questions, and comments are welcome. I'm including both the PDF and Word (w/ change tracking turned on) versions of the document. Please feel free to provide your feedback in whatever form is most convenient for you, including fax or phone. I would like to get this finalized quickly, so if possible, please send your feedback by COB Friday 1 July (before you go away for the holiday weekend). Impacts

PMT, As many of you are painfully aware, especially Reactors, FMM and ECT, the approval to use the "new start" monies is still snagged and there doesn't seem to be a near term resolution in sight. This presents many significant challenges not only to personnel but also technically as we move to formalize detailed plans for FY 12. The Senior Leadership Team needs to understand the full impact of not receiving the funds on time. AMSO will be addressing this issue during it's HQ staff meeting on Tuesday, so please send these impacts to Jim Peltz NLT noon EDT Tuesday July 5th.<x-apple-data-detectors://0> Please CC me. AMSO is required to report to NE senior management significant meetings, events, milestones, etc., a week ahead of time. Notice that the dashboard for this week actually reports events scheduled for the week of June 27. When drafting entries for reporting at this level it’s important to keep in mind the entry should assume the reader knows very little of the program and the significance of what’s being reported. It should be about a paragraph in length; provide enough technical detail to explain what NEAMS effort is being supported (e.g. IPSC, CMT etc.), the intended outcome; and the long term programmatic significance. The deadline AMSO to submit entries is 1:00 pm Eastern, so if you want your entry considered for the HQ listing, it should be received NLT noon. There are many examples on the SharePoint site under the shared documents section under the dashboard folder. If the POC listed is a HQ staff member, then the entry was submitted as a weekly entry to upper management. As an aside, I have not seen anything not worth reporting and have accepted all submissions even when the event has already taken place. NEAMS Guidance wrt Industry Participation

Dear PMT Members: As a result of the CT Workshop there continues to be discussions between various NEAMS elements and the industry team POCs. I encourage these discussions/interactions but would like to clarify a few items to keep the them consistent, fair and most importantly legal. Meetings: If you would like to involve industry representatives to a meeting, please inform your federal manager and myself of the interaction. For consistency I will send out the official invite to the teams. All four teams that participated in the Chattanooga meeting won awards under the IDIQ contract because they are well-qualified, and therefore, if you invite one company to a meeting you should invite all four companies. Discussions: Ad hoc discussions with individual reps/teams are fine as long as they are merely discussions. If information/services are exchanged then a new task order will need to be drafted, competed and awarded under the IDIQ contract. Realizing that some of the industry reps are also involved with the other activities within the campaigns there may be gray areas, however if you are unsure of the legality of the interaction always defer to me or your federal manager before planning the interaction. Please distribute them to those in your groups interested in leveraging their current funded work with collaboration with the Republic of Korea (ROK). The 2010 project selection schedule is as follows: June 15, 2011 Mini Proposals Request July 15, 2011 Mini-proposals Due Date August 5, 2011 Selection of Mini-proposals for Full-proposals request August 19, 2011 Full-proposals Request September 9, 2011 Full proposals Due Date September 30, 2011 Final Projects Selection November 1, 2010 Projects Start In the U.S., mini-proposals must be first submitted to a Work package Technical Laboratory Lead with a stake in the proposed work for concurrence before submitting it to DOE by June 16, 2010. There is no I-NERI funding for the projects; the proposer has to have a funding source for their proposal that could be supported for the duration of the project. Please remember that it has to be a joint proposal that gets submitted to DOE and ROK at the same time. U.S. Technical Laboratory Leads need to make sure that there is a work package supporting the proposal. We will consider only proposals approved by the programs' technical leads. New university R&D projects that are active for the duration of the proposed project could be used as the U.S. contribution to an I-NERI project with ROK. Please make sure that the university Principal Investigators understand that no additional funding will be provided for their participation and that the incentive for participating will be to leverage their funding by gaining additional R&D information. Beginning this year we will start a new Track 2 selection for R&D areas where no ROK partner is yet identified. If you have ideas for possible collaboration and need an ROK point of contact, please submit them by July 15, 2011. Again, there is no I-NERI funding for projects and the incentive for participating will be to leverage funding by gaining additional R&D information. Please contact me if you have any questions.
