Hopefully everyone is regularly accessing the SharePoint site and I do not need to send these on, but I know there are a few Luddites out there (not to name names, but Trevor, Jim) who think it is too hard to log in. My post today is entitled "What Does It All Mean" and is about the recently passed final CR. Here it is for your reading convenience. Alex Washington DC: The CR has been passed and the President will soon sign it (if that has not happened already). So the next question is -- what does it really mean to NE and NEAMS? There are two answers: First, the level of the cut was kept relatively low and our final funding level is about the same as the FY-2010 budget. There was a roughly $6M recession (return) of unobligated funds but otherwise we are staying flat. NE owes Congress a report in 30 days of how it will allocate the funds under the CR. So - stay tuned for that. Second, the CR did not automatically allow program new starts (e.g. NEET, SMRs). They did however, offer the possibility of getting those going, but only after getting a "Mother May I" from Congress. The exact process for doing that is unclear, but we know it will involve the DOE CFO's shop. It is possible that the Department will ask for permission to start all of the new starts, but I doubt that will happen. I suspect exactly which ones will be requested will be a topic of discussion over the next week. So the good news is that the path for FY-11 has been set. We are not sure exactly what it means, but we should soon. Now the battles will begin for FY-12. Rock on! ________________________________________________ Alex R. I note that, while review and award of proposals is important, the real value is in liaison between lab technical leads and the university PIs.
