Folks, I know we’re all exhausted from the work package preparation and the PI meeting preparation. I wish there were some way we could spread all these activities out across the year. Recall there will be an FCRD Annual Review Meeting (Gaithersburg) the week after our PI meeting. NEAMS has a 4 hour slot to represent our work. We are given the latitude to organize as we wish. So, I solicit your opinions. Would you prefer we represent the year’s achievements through presentations by several of the PMT members, or would you prefer to ask individual WPMs/PI’s to present select achievements, or both? We should have nailed this down more than a week ago, but refer to sentence one above. ;-) Please share your opinions with me by COB tomorrow (Friday). If there is a consensus, we’ll go with it. If not, we’ll make an executive decision. Regardless, I anticipate that all the material will already have been prepared for the PI meeting, and the remaining challenge is to find folks who can travel to the beltway in 2 consecutive weeks. Everyone, I case you do not look at today's blog entry -- it was about the CR situation. Here it is: --------------------------------- Thelma & Louise Swerved and Then Beat It Out of Town Washington, DC: Good news everybody! Yesterday evening Congress passed the Continuing Resolution (CR) and sent it to the President for signature. A couple of interesting things -- one is that the CR is only until good until early December. The second is that I heard some discussion yesterday that Congress intends to take up the appropriations bills when they return for the lame duck session on November 15th. I also heard that the Energy and Water bill is at or close to the top of the pile of 12 appropriation bills that need to be pasted. So -- while I am breathing again now that Thelma and Louise did not drive us over the cliff, I will not hold my breath that the CR situation will end anytime soon. --------------------------------- I will let you know if we hear anything else. Treatment of carryover in PICS and FCPICS WPs

PICS has created a facility for including and baselining FY10 carryover in new FY11 WPs. The attached sample WP shows (see arrow on page 3) where the carryover is being baselined and connected to the FY10 B&R code. The ARC and NGNP programs allow the use of this facility, i.e., no need for separate WPs for carryover, but LWRS has not picked up this option and requires a separate WP for C/O using the old B&R code.... NEET and SMR have no C/O. In FCRD, separate WPs have to be created for C/O funds, using the FY10 B&R code (AF583001) with corresponding SOW, milestones, etc. Please, pass this on to your WP managers. ... About the first rule of holes??? Pratap's eagle eye once again caught some confusing guidance from me. I will try to clarify here. (Wish me luck!) I do not endorse a "quota" of M2's at one per FTE. Instead, what I meant was that any single TASK costing 1 FTE or more ought to be tied to an identified M2. I certainly accept several tasks of that size, or one that is much larger, contributing to a single M2 if the scope warrants it. What will bring critical (and probably negative) scrutiny is if we have large (> 1 FTE) tasks that don't appear sufficiently important to report explicitly to HQ ... especially if we had several of them. The comment was meant as a threshold, not a "per capita" value. :-( AND, it also appears some of the WPs were intended to be tied to M2s described only elsewhere (I.e. in the Planning Packages). In those instances my guidance should have been "state the link between this WP to existing M2(s) described elsewhere" rather than "create new M2's". In this instance I was foiled once again by the differences between FCPICS and Gen IV PICS. FY11 funding?

I hate to ask this, but with a week to go before FY11, do we have any idea how much money is going to dribble out under CR, and when it is likely to appear? Among other things, some of us need to look at staffing up for some things, and it would be useful to have some idea about what to expect so we can plan our hiring. Thanks -- David E. Folks, You will find I have made a lot of comments about “missing M2s” in my work-package-specific comments. Pratap Sadasivan just reminded me that -- in the case of FCPICS — all the M2’s appear in the PLANNING packages, not the work packages. So, while my observations are still reasonable, it is quite possible that you have already addressed them in the planning packages (that I haven’t reviewed for several weeks). If so, I apologize. If not, please create whatever M2’s I have suggested and we will work with Brad Couch and Matt Brainard to have them added to the planning packages. Sigh. ~Keith
